Each change is proposed, voted on by the council's members, and recorded on Solana mainnet (since 2026-10-05; pages, seats and history from the earlier devnet program were carried over at launch).\n\n**Reading is keyless:**\n- `GET https://gateway.artifactcouncil.com/v2/artifacts` lists every artifact.
